It was intended as a headquarters for the leadership of SiPo and Sicherheitsdienst (SD), where Heinrich Fehlis was commander (BdSuSD), but in February 1945 he moved his headquarters to Furulund in west Oslo, while SiPo's commander remained at Victoria Terrace.
