She is standing on a free to enter, public area of the Old Fort, which has no charge and is currently disused and locked up. This memorial represents the 'untold hardships and suffering' at the hands of the imperial German Schutztruppe during the 1904–07 war. It was erected by the North Korean architectural company Mansudae Overseas Projects. Noted as the first genocide of the 20th century, this act against the indigenous Herero and Nama people was overseen by Heinrich Ernst Göring, father of Nazi Luftwaffe chief and Hitler's deputy, Hermann Göring. The statue depicts a man and woman with their arms around each other, symbolising freedom. Ironically Mugabe (after whom the avenue is named) was himself a dictator accused of perpetrating the Gukurahundi genocide in Zimbabwe.
